In August 2017, five extended working meetings were held within the framework of the project“Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”in Tbilisi, Akhaltsikhe, Telavi, Kutaisi and Zugdidi.
On August 4th, an extended working meeting was held in Tbilisi with the representatives of regions and experts.

The agenda of the working meeting:

1. Analyzing materials found in the regions -MziaTamarashvili (Akhaltsikhe), LikaImerlishvili (Telavi), KetiBibileishvili (Kutaisi), NatiaBzhalava (Zugdidi).
2. Planning regional meetings – Nino Gunia-Kuznetsova, Nino Zhvania, MziaTamarashvili, LikaImerlishvili, KetiBibileishvili, NatiaBzhalava.
3. Discussing the results of cooperation with the Ministry, planning further steps –KakhaDaushvili, AnanoAsatiani, TamunaGurchiani, TamarJanashia.
4. Expert assessment of information obtained on gender issues –KetevanMargalitadze.
5. Discussion.

 
 

The organizer of the meetings in regions was the subcontractor organization “Network of Centers for Civic Engagement”.
Regional meetings on the topic “Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions” was conducted in the following sequence:
 
 

On August 21 a meeting-discussion was held in Akhaltsikhe. Facilitator – Mzia Tamarashvili. (See Appendix)

Appendix: Akhaltsikhe, 21.08.2017
The working meeting: Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions,was held at the AkhaltsikheCenter for Civic Engagementon August 21.
In the first part of the meeting, the facilitator, deputy coordinator of the Akhaltsikhe Center for Civic Engagement, Mzia Tamarashvili acquainted the participants with the purpose of the project, its objectives, performed and future activities, in kind of presentation. She presented to the audience the objectives and guidelines of the “Convention on the Protection and Promotion of Diversity of Cultural Expression” and the results of field work provided by the project – the data collected throughout Akhaltsikhe. During the meeting, the collected information was discussed.
Total 14 persons participated in the meeting, among them, the representatives of the City Hall Culture Department, Akhaltsikhe Castle-Museum Director and administration officers, the founder of photo-video salon “S&S”, the author of music encyclopedia books, representatives of Akhaltsikhe Central Library and active members of civil society.
The meeting lasted for 2 hours. It was interesting and interactive. A new additional information was revealed during the working meeting; after the meeting, the available materials entered the database.

 
 

On August 22 a meeting-discussion was held in Kutaisi. Facilitator- KetiBibileishvili (see Appendix)

Appendix: Kutaisi, 22.08.2017
The meeting “Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”, was organized by the Kutaisi Center for Civic Engagement and held on August 22.
Representatives of the Culture and Architecture Departments of the Kutaisi City Hall, cultural organizations and mass media participated in the meeting.
In the first part of the meeting, the facilitator, deputy coordinator of the Kutaisi Center for Civic Engagement, KetiBibileishvili acquainted the participants with the purpose of the project, its objectives, performed and future activities, in kind of presentation. She presented to the audience the objectives and guidelines of the “Convention on the Protection and Promotion of Diversity of Cultural Expression” and the results of field work provided by the project – the data collected throughout Kutaisi. During the meeting, the collected information was discussed and analyzed in detail. The working group members actively involved in the discussion. At the end of the meeting, the participants of the working group thanked all the parties involved in the project and expressed readiness for cooperation.

 
 

On August 24 a meeting-discussion was held in Telavi. Facilitator- Lika Imerlishvili (see Appendix)

Appendix: Telavi, 24.08.2017
The working meeting “Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”, was held at theTelaviCenter for Civic Engagementon August 24.
In the first part of the meeting, the facilitator, deputy coordinator of the TelaviCenter for Civic Engagement, LikaImerlishvili acquainted the participants with the purpose of the project, its objectives, performed and future activities, in kind of presentation. She presented to the audience the objectives and guidelines of the “Convention on the Protection and Promotion of Diversity of Cultural Expression” and the results of field work provided by the project – the data collected throughout Telavi. During the meeting, the collected information was discussed.
20 people took part in the meeting, among them the Head of the Culture Department of Telavi City Hall, representatives of the culture departments of LEPLs and NGOs and mass media and active members of the civil society.
The meeting was interactive and productive. A new additional information was revealed during the working meeting; it was added to the available study materials.

 
 

On August 24 a working meeting-discussion was held in Zugdidi. Facilitator- NatiaBzhalava (see Appendix)

Appendix: Zugdidi, 24.08.2017
The working meeting-presentation “Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”, was held at the ZugdidiCenter for Civic Engagementon August 24.
The meeting was attended by representatives of the Zugdidi Municipality City Hall, Council, Zugdidi Municipality Gamgeoba, cultural departmentsof Zugdidi Municipality Council, representatives of LEPL and NGOs, artists, citizens and media media.
In the first part of the meeting the facilitator, Deputy Coordinator of the Center for Civic Engagement, Natia Bzhalava acquainted the participants with the purpose of the project, its objectives, performed and future activities. She presented to the audience the objectives and guidelines of the “Convention on the Protection and Promotion of Diversity of Cultural Expression” and the results of field work provided by the project – the data collected throughout Zugdidi. The format of the meeting allowed the participants to review the content of the presentation and add the necessary information on site.
Representatives of local self-government, culture departments and artists actively involved in the discussion.
At the end of the meeting, the participants thanked the Network of Centers for Civic Engagement and partner organizations for organizing the meeting and expressed readiness to actively cooperate for the development of Zugdidi cultural life.

In July 2017, the research works were carried out as a part of the project“Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”
25.07.2017 –the working meeting was held at the Ministry of Culture and Monument Protection
Topics of the meeting:
Problem of naming (the different types of terminology used in the documents describing the state activities (in the strategies of various agencies, action plans, budgets, statistical databases, etc.), absence of coding) is one of the hindering factors for creating a unified and hard database.
Ways to overcome the problem – before the official recognition and implementation of the UNESCO culture development indicators system and terminology, to achieve an agreement on the terms for the monitoring of the 2005 Paris Convention implementation between the Ministry of Culture and Monument Protection and the Coalition “Diverse Georgia” (which will contribute to the creation of the basic unified data).

In June 2017, as part of the project “Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”, the list of statistical data to be found by the areas of the cultural industries was identified.
The Ministry of Culture and Monument Protection sent an official letter requesting the relevant statistical data.
Two in-depth interviews were held with the representatives of the Ministry of Culture and Monument Protection of Georgia: namely, with the Deputy Minister Mr. LevanKharatishvili and Deputy Head of International Relations Department Mr. Vazha Shatberashvili.
The questions to be sent to various institutionswere prepared for the qualitative study. The information on various studies,the direct or indirect objective of which is culture was summarized.
The working meeting of the Tbilisi project group with the head of the subcontractor organization “Network of Centers for Civic Engagement”was held.At the meeting, the works to be carried out in the regions and the list of statistical data by areas were specified.
On June 26, an extended working meeting was held with representatives of the regions.
The agenda of the working meeting:
1. Introduction – the list of the materials collectedand actions carried out – Nino Gunia-Kuznetsova, Project Manager
2. Material collection process in regions – challenges and ways to overcome – Nino Zhvania, Head of the Network of Centers for Civic Engagement
3. Information about the materials collected in the regions at the current stage –the representatives of the Network of Centers for Civic Engagement: MziaTamarashvili (Akhaltsikhe), LikaImerlishvili (Telavi), KetiBibileishvili (Kutaisi), NatiaBzhalava (Zugdidi).
4. Information about the work carried out wasprovided by the working group members –KakhaDaushvili, Tamara Janashia, AnanoAsatiani, TamunaGurchiani.
5. On the statistical databasesavailableat the Ministry of Culture and Monument Protection on the cultural institutions in the regions–Elina Gedenidze, the specialist of the Department of Culture Policy of the Ministry.
6. Discussion

May, 2017

Two home working meetings were held in May 2017, as a part of the project “Development of Pilot Scheme for Monitoring Implementation of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions”, which was funded within the framework of the UNESCO Participation Programme.
Topics of the working meetings:
• Pilot structure of the monitoring scheme for implementation of the Convention;
• Indicators of implementation of specific tasks relevant to the Articles of the Convention;
• Identification and search of the studied documents by topic:

1. Media Diversity and Self-Expression
o Use of Public Media (Objective 1.2.),
o Digital Environment (Objective 1.3.)

2. International Relations
o Agreements and Contracts (Objective 2.3.)
o International Sustainable Development Program for Strengthening Cultural and Creative Sectors (Objective 3.2.)
Representatives of the project working group and experts participated in the meeting. The interim model of the monitoring was discussed.

In May 2017, two topics ofthe main areas of the monitoring were started to develop–“International Relations”, “Media Diversity and Self-Expression”.
The following problems were identified:
• Protection of the diversity of culturalexpression in the media context;
• Access to the information on international agreements.
The problems of collection, identification and analysis of the cultural sphere data by the Department of State Statistics of Georgia, the problems of introduction of UNESCO indicators system were discussed.
